On Tuesday's Backchat, we're talking about a planned increase of the plastic bag levy.

The Legislative Council is due to consider a proposal on Tuesday to raise the charge for plastic shopping bags in supermarkets and some other stores from $50 cents to $1 dollar. But campaigners say that's not enough.

The environmental group, Greeners Action, has conducted a survey which found that more than 75 percent of respondents believed that people would only start using fewer plastic bags if the levy was raised to at least HK$2 per bag, while only 21 percent would reduce their use if the levy was set at HK$1.

Why do HK citizens still use too many plastic bags? Are they too convenient, or too cheap? And what impact would a $2 charge have on the underprivileged?
