Hong Kong's film censors have been ordered to ban any movies deemed to be supporting or glorifying acts that could endanger national security. The government has gazetted changes to the Film Censorship Ordinance, saying this is part of its duty under the national security law.
The move comes after a controversial screening of Inside the Red Brick Wall, a documentary about clashes between protesters and police at Polytechnic University in 2019. The film had been vetted by censors but it still faced criticism from pro-establishment lawmakers. The screening was eventually cancelled.
The CE acknowledged the new rules had caused "some anxiety" within the creative industry, but stressed that guidance was needed to prevent inadvertent violations of the national security law.
"Previously there wasn’t a very clear condition or requirement about national security. But we cannot take for granted that there is a piece of legislation called the Hong Kong national security law and it was not being fully implemented," Lam said.
She said that apart from the four offences that undermine national security, there are also provisions in the law requiring “almost every department, every individual, every organisation” not to undermine national security or harm the interests of the nation.
How will the new rules affect film-making, and film distribution here? The censors now have to judge if a film has any content which is objectively capable of being perceived as supporting an act jeopardizing the safeguarding of national security. What does that mean in reality? How will Hollywood films fare? Will Ten Years be banned? What about documentaries?
